I would think that a 4 star hotel could have either corrected the heat problem or moved you to a proper room...with a harbor view, perhaps, for your inconvenience.
I think most of the rooms had the same problem with the heat. My sister-in-law's in the other tower did anyway. And our view was okay, even if it wasn't a view of the harbour.
